Testing & certification and communications measurement

  CATR built the world's only national fixed network simulation lab (RTNET) that covers transmission (WDM and SDH) and exchange networks as well as various access methods. The lab can be used for the operation testing of all types of transmission, exchange, data, and access network equipment.

  CATR built the world's only national mobile network simulation lab (MTNET) with GSM, CDMA and simulated 3G testing networks. MTNET can be used for handset CDG, FTA, and RF interface testing as well as simulation of PC stations, mobile switches, and terminals.

  In 1999, CATR built an advanced EMC lab with a 10-meter RF chamber, 2 3-meter RF chambers and frequency band tested ranges from 9kHZ to 40GHZ. The lab has been approved by Europe and North America and products tested in the lab can be directly exported to Europe and North America.

  CATR has gone through the testing of telephone sets, fax machines and subscriber switches initially to testing the whole spectrum of communications products at the present stage. Projects tested by CATR under the authorization of the MII cover all communications products. It has one state authorized quality inspection center, five ministry authorized quality inspection centers, and is the state authorized 3C verification authority.

  CATR has built a national communications measurement station, 11 national measurement standards, 7 top ministerial measurement standards, and 41 state authorized measurement examination projects. It took the lead in drafting industrial measurement examination specifications.

  Since its establishment in 1985, the national communications measurement network has gone through 10 years of construction and development and formed a relatively complete and sound measurement network system over the country. The network meets the state's need for transfer and sourcing of measurement values for communications measurement in areas ranging from analog communications to digital and optical communications including wireline and wireless communications, fixed and mobile communications. Such a network serves to guarantee the uniformity and accuracy of national communications measurement values.

  CATR boasts of a specialized lab team of over 200 experts and engineers; its total asset value of testing equipment exceeds RMB 400 million and its communications products testing takes up 70% of the national market share.

  CATR is the leader in drafting national and industrial communications testing standards and specifications.

  CATR has conducted over 10 years of certification for the posts and communications industries. It was the first to pass national accreditation of its credentials in telecom services certification in 1998 and again the first to pass accreditation of ISO/IEC guiding principle No. 65 in 2003 to make it the only current Chinese institution for the certification of posts and communications products.

  CATR has on a long term committed to soft scientific research over telecom macro strategic policies, network technology development and network operation support, as well as telecom new technologies and new services. It has focused on reporting news on global posts and telecom systems, policies and regulations, development plans, operation and management, manufacturing construction, research and development, communications market and reform trends, etc. It has also organized exchange of domestic and international information and conducted documentation, patent, and technology consultation services for decision making by various levels of leaders and for communications development.

  Since 1975, CATR has established 11 specialized information networks and information centers and regional information networks in 29 provinces, autonomous regions, and municipalities.

  CATR has published and distributed many journals such as Modern Telecom Science and Technology, World Telecom, Telecom Reference, and Follow and Research as well as a great quantity of special theme research reports. It boasts of a large team of experts in study areas like communications development strategies, network management, telecom new technologies and new services as well as a strong team of English, Japanese, French, and German translators.
