Research on National Network System Standards and Regulatory Policies

Communications planning

  CATR established the fundamental technical planning and standards for telecommunications networks nationwide in China to ensure the integrity, unity, and interconnectivity of national communications networks.

  CATR has undertaken long-term decision-making support in areas of development strategies, legal construction and regulatory policies for national macro management departments and telecom industrial administrations. These include the research, compiling, and drafting of national information industry development strategies, medium- and long-term planning, the Telecommunications Law and its relevant laws and regulations, as well as regulatory policies regarding opening to the outside, foreign capital utilization, market access, telecom tariffs, resource allocation, universal service, interconnection, and quality of service, etc.

  CATR has undertaken a large amount of network technology testing that has a bearing on key national technology choices, namely, Jiaxing GSM trial office, Tianjin CDMA trial network, 3G technology trial, soft switching, IP telephone gateway equipment interconnection and other technical tests. These technical tests serve to provide technical development strategies and decision-making basis for making technical choices for telecom administrations and lay a technical foundation for network construction, service provisioning, and the development of relevant industries.

  CATR has for many years undertaken decision making studies that supports industrial and national communications network development as well as "863" and other key national science and technology projects, creating technical conditions for the research and storage of new communications technologies in China and the facilitate industrialization of China-made equipment.

  CATR conducts in-depth research in areas of significant new communications technologies to keep ahead of technological developments and offer technical guarantee for the evolution and development of China's communication networks. Our areas of research cover 3G/B3G, NGN, intelligent optical networks and multi-media communications, etc.

  In the 6th Five-Year Plan period, CATR compiled the first comprehensive development blueprint in China's communications industry covering 8 large plans - a local telephone plan, a digital and telegram plan, a satellite communications plan, a microwave communications plan, an international communications plan, a long-distance switching plan, a long distance transmission plan, and a postal plan.

  In the 7th Five-Year Plan period, CATR researched and supported the "development strategic plan" proposed by the then MPT "to sextuple China's posts and telecom service volume and communications capacity to support and guarantee the national economy to quadruple by year 2000" and for the first time proposed a # structure for the national long-distance networks and extended network optimization achievement applications.

  In the 8th Five-Year Plan period, CATR brought up the development objectives of automation and program-control. With regard to network topology, CATR proposed an optical cable network structure composed of 8 vertical and 8 horizontal backbone networks and suggested building local telephone networks. With regard to the access structure of optical cable networks and the grade division of switch networks, CATR suggested adjusting 8 large regional centers to 6.

  In the 90s, CATR proposed the following: a strategy to transit from a 4-grade toll telephone network to a 2-grade one and the introduction of fixed stepless routing option mode, a network rollout mode where layer-structured national transmission networks are planned and built with inter-provincial backbone lines mainly in grid shapes and provincial backbone lines mainly in loop networks, suggestions to introduce GSM systems and vigorously develop digital mobile communications, a development plan to quicken up digital services, multi-media services, and mobile communications services as well as strategies and measures to develop various services in a coordinated way. CATR also studied and established the planning methodology for intelligent networks, digital data networks, digital synchronized networks and No. 7 signaling network.
