China Academy of Telecommunication Research of MII (CATR) is the only telecom research institution of the Chinese government at the national level. Its predecessor was the Posts and Telecommunications Academy of the former Ministry of Posts and Telecommunications (MPT) founded in the mid-1950s of the last century. CATR was established in 1994 from such components as the Research Institute of Transmission Technology (RITT), the Planning Institute, the Information Institute, the Communications Measurement Center, and the Industrial Standardization Institute of the former MPT. "Supporting the government all-out and serving the industry" has been the fundamental of our responsibilities from the beginning as we undertake a large amount of national and industrial key research projects throughout the years. Basic technology plan and design and technology standards for the national communications network, industrial development planning, regulatory policies, communication measurement as well as testing and certification of communications products are just some examples. |

Among our current 800 strong staff members, over 200 have master's degrees or above, more than 300 hold senior technical professional titles, and over 40 are experts enjoying special government allowances. |

With China's information industry going through a great historical process of turning from large to strong, the full staff of CATR will contribute our power to fulfill this historical task with no shirking of our responsibilities. CATR clearly set "supporting the government and serving the industry" as our governing principle and, after integrating all our resources through institutional restructuring and mechanism innovation in 2003, built up seven core research institutions in our three core business areas. Along with other institutions of CATR, a "CATR fleet" will be formed under the brand names of "CATR" and "CTTL" to embark on long voyages. |
